Who Really Took This Famous Photo?

If anyone knows who took this iconic photo of 'the Angels of Light' in San Francisco would you please let me know?

It's a scene from 'Paris Sites Under the Bourgeois Sea'. I hope to use it as the cover for an upcoming book, so I need to try to find the photographer to ask permission to use it.

Note: It was not taken by Dan Nicoletta.

Any help or direction anyone can provide would be most appreciated.
